California’s Regional Housing Needs Analysis (RHNA) on Steroids Imposed on All States

Obama Administration proposed a new rule, scheduled for approval in Dec 2014, that would allow the Federal Government to control local zoning and planning decisions. The Proposed Rule requires program participants to address “fair housing issues,” which are defined as “local or regional segregation…, racial or ethnic concentrations of poverty, disparities in access to community assets, disproportionate housing needs based on race [and other protected classes] and evidence of illegal discrimination….”  Read more here


  1. Support Arizona Congressman Paul Gosar’s amendment to the THUD Bill (Transportation, Housing and Urban Development Appropriations Bill), currently being considered by the House of Representatives.  Gosar’s amendment would bar the use of funding to implement, administer, or enforce the Obama administration’s proposed rule on Affirmatively Furthering Fair Housing (AFFH).  Read more details here.
  2. The confirmation of the new HUD appointment, Julian Castro, might  that be an opportunity to get questions to Senators to expose this.  We need to raise awareness among Senators to ask the tough questions and force this issue.
  3. Pin down people running for office in Nov as to their position on this issues.



The US Department of Housing and Urban Development (HUD)  just announced a proposed new rule to “affirmatively further fair housing (AFFH)”.  Under the proposal ,the new rule would do the following do two very Orwellian things.  It would

  1. Develop a national, uniform database and geospatial tool to show where people live, by income and race
  2. Provide an analysis of impediments to fair housing

The CNS article announcing this proposed rule ( stated that the goal is to help communities understand “fair housing barriers” and “establish clear goals” for “improving integrated living patterns and overcoming historic patterns of segregation.” Since this would take California social engineering to new levels, it is important to cut through the innocent, noble sounding words and state clearly what is really going on.
